It should have a slight slope that when it rains, the water will runoff. Without a level, you will not be able to justify how much of an angle will be appropriate. In the case of a small flagstone patio, just a very slight decrease in height can make a huge difference in how long your flagstone will last.

The last thing that you are going to want to do is get all of the tools from a neighbor or a friend. This will cut down the cost of your materials so you have more to spend on the look and feel of your flagstone.
